(KERAMIDA) has prepared this proposal and <br />cost estimate to perform monitoring well installation, and groundwater statistical analysis for the <br />Organic Resources Facility's closed biosolids landfill, located at 4340 Trade Drive in South Bend, <br />Indiana. Details of the work to be performed are presented in the following sections. <br />BACKGROUND <br />There is an ongoing groundwater monitoring and statistical analyses program at the Organic <br />Resources Facility's closed biosolids landfill at 4340 Trade Drive in South Bend, Indiana. The <br />furthest downgradient well, MW-13, has reported nitrate levels exceeding the site -specific <br />groundwater protection standard (GWPS) for six of the last eight monitoring events. In the October <br />2019 Groundwater Quality Data and Statistic dated December 5, 2019, KERAMIDA, on behalf of the <br />City of South Bend, proposed to install two additional groundwater monitoring wells to determine <br />the nature and extent of nitrate exceedances and further investigate other potential sources of nitrate <br />in the area. In the review letter of the October 2019 Groundwater Quality Data and Statistics dated <br />January 29, 2020, Indiana Department of Environmental Management (IDEM) approved the <br />installation of two additional groundwater monitoring wells. <br />The 2020 groundwater sampling events are scheduled in May and October and will be <br />performed by the City of South Bend. According to the Closure/Post-Closure Plan that was <br />approved by the IDEM in January 2008, "...the Facility must determine whether there is a <br />statistically significant increase (or increase/decrease in the case of pH) over the background for <br />each Phase I or Phase II parameter..." In addition, the Facility must also perform an annual <br />inspection of the landfill (Biosolids Lagoon #4).
