She noted, therefore, their bid <br />appears non - responsive. Mr. Gilot stated the Board needs to be consistent in their procedures and <br />if the practice has been to allow twenty -four hours in the past to forward these forms, they should <br />allow Rieth Riley the allotted time. Ms. Greene noted the Board has allowed twenty -four hours <br />for the bidder to submit their bonds, but this is a different situation. The forms are a requirement <br />of the bid, and of the State. Upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, <br />the above bids were referred to Community and Economic Development and South Bend <br />Heritage for review and recommendation. After reviewing the bids, Mr. KiI, Kil Architecture, <br />recommended that the Board award the contract to the lowest responsive and responsible bidder <br />Ritschard Bros., Inc., in the amount of $128,782.00, which is the Base Bid only, and Rieth <br />Riley's bid be found non- responsive. Therefore, Mr. Inks made a motion that the <br />recommendation be accepted and the bid be awarded and the contract approved as outlined <br />above. Ms. Roos seconded the motion, which carried. At 10:21 a.m. the Board received, via fax, <br />a City of South Bend Bid form and an E- Verfiy form from Rieth Riley. Ms. Greene noted the <br />time was past the 9:30 a.m. deadline for bid submittal, and the Board could not accept a faxed <br />signature on the bid. <br />OPENING OF BIDS --- TWO (2), MORE OR LESS CUSTOM TOP MOUNT PUMPERS 2012 <br />FIRE DEPT. CAPITAL LEASE <br />This was the date set for receiving and opening of sealed bids for the above referenced project. <br />The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri- <br />County News, which were found to be sufficient.
