We <br />did <br />it for a number of reasons: 1) the <br />Bureau <br />of Housing is in a time crunch. <br />Our <br />past experience is that when we allow <br />homeowners <br />to obtain a contractor it takes <br />a <br />proximately 1? to 2 months; and 2) we are <br />also <br />trying to standardize contractor <br />r <br />quirements for work which comes out of the <br />Bureau <br />in terms of EEO requirements, wage <br />p <br />ovisions, and type of documentation the <br />contractors <br />need to provide. The grant <br />p <br />ogram is obviously the most safe program <br />in <br />terms of procedures. We decided to go <br />along <br />with that procedure and have a similar <br />312 <br />procedure. Therefore, this is the <br />first <br />seven of the 312 bids that we have <br />opened. <br />Section 312 bids do not go before <br />the <br />Advisory Board since the 312 loan <br />program <br />does not have an advisory board. <br />W. <br />Cira: Is there a limit on the <br />amount <br />of the loans? <br />Mrs. <br />Baumgarther: The amount of the loan is <br />at <br />a limit of $27,000.00. On the loan for <br />Vanilla <br />Dixon we had two bidders: Jurtin's <br />Construction <br />for $20,532.00, and Brown Con- <br />struction <br />Company for $18,538.00 Mr. Charles Brown <br />i <br />the lowest bidder. <br />5 <br />
