AGENDA REVIEW SESSION FEBRUARY 6, 2020 24 <br />The Agenda Review Session of the Board of Public Works was convened at 10:30 a.m. on <br />February 6, 2020, by Board Member Elizabeth Maradik with Board Members Jordan Gathers <br />and Joseph Molnar present. Board Member Therese Dorau joined the meeting in progress at <br />10:35 a.m. Board President Gary A. Gilot was absent. Also present was Attorney Clara <br />McDaniels. Board of Public Works Clerk, Linda M. Martin, presented the Board with a proposed <br />agenda of items presented by the public and by City Staff. <br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS 2020 <br />TRUCKING OF BIOSOLIDS FOR LAND APPLICATION (UTILITIES SEWAGE WORKS <br />OPERATIONS, CONTRACTUAL SERVICES OTHER) <br />In a memorandum to the Board, Jacob Klosinski, Engineering, requested permission to advertise <br />for the receipt of bids for the above referenced project. Therefore, upon a motion made by Ms. <br />Maradik, seconded by Mr. Gathers and carried, the above request was approved. <br />Board members discussed the following item(s) from the agenda. <br />- GSA Software and License Agreements — JusticeTrax, Inc. <br />Mr. Mark Dollinger, Police Department, stated this software license purchase is through a <br />Federal Justice Department grant. He explained it is used to track evidence from start to finish <br />and allows for the purchase of additional licenses for other outside agencies to utilize and enter <br />evidence. <br />- GSA Purchase — Leeds Precision Instruments, Inc. <br />Mr. Dollinger stated this comparison microscope purchase is to replace the current comparison <br />microscope that is thirteen (13) years old and isn't working for the department. <br />- Special Purchase — Thermo Scientific Portable Analytical Instruments, Inc. <br />Mr. Dollinger stated this drug analyzer device is to help in the field and the office to determine <br />the narcotics in a substance. He noted there are drugs that if opened and exposed, can be fatal. <br />This device can be set down next to a clear container and tell the chemical compound content <br />without opening the container or bag. He stated the instrument has the capability to recognize <br />about four -hundred, eighty (480) different compounds. <br />- Agreement Renewal — Shotppotter <br />Mr. Dollinger stated this is a yearly renewal of the Shotpsotter software system. He noted it is <br />capable of tracking, within a few feet, shots fired within a four (4) square mile area. <br />- Encroachment — Venues, Parks, and Arts <br />Ms. Amy Roush, VPA, stated the 1970 Notre Dame Alumni class is donating money to enhance <br />some green space. She stated the research done shows the property is in the right-of-way. Ms. <br />Roush stated they are asking to place three (3) trees, and a stone they will move from another <br />spot to seat people to look out over the river. She added a Chicago Art Institute student, a relative <br />of a Notre Dame graduate, is doing a shovel handle sculpture. She stated the City Forestry office <br />identified the type of trees and their placement. She added they looked into potential hazards to <br />the city and public if it the sculpture is damaged. <br />- Requests to Advertise and Agreements — St. Joseph County Health Department <br />Mr. Neil Mihalich, Community Investment, stated these four (4) items are all related to the State <br />and HUD grants for lead inspection and education. He explained the contracts with the Health <br />Department are for inspections related to the grants and the Requests for Qualified Contractors is <br />updating the list of qualified contractors for lead hazard reduction for the current year through <br />the Federal grant. Ms. Dorau asked if they are assembling a list for homeowners. Ms. Maradik <br />clarified it's a rotating list for lead removal work for the city to use. <br />Opening of Bids— WWTP Secondary and Disinfection Improvements <br />Mr. Jacob Klosinski, Wastewater, stated this is a large project that has an 8.77% MBE goal. <br />- Request to Advertise — CSO 003 Backwater Valve Replacement <br />Mr. Klosinski stated this replacement is for failed valves designed to keep river water out of the <br />system. He noted the standard life cycle on the valves is ten (10) to twelve (12) years, which is <br />what these are. Mr. Klosinski stated they are quoting two (2) types of valves to see what the costs <br />and longevity are. He added they are talking to other cities to see how long each last. He noted <br />they are gradually failing; it is not an immediate failure; the higher the river gets, the less <br />efficiently they perform. <br />- Amendment No. 2 to Agreement — A&Z Engineering, LLC <br />Mr. Klosinski stated this project is to provide a water main extension at the new South Bend <br />Chocolate Company site. He noted they provided two (2) locations to see which is the less <br />expensive option. <br />
