(continued... <br />Mrs. Baumgartner: Concerning the <br />grant there are a few more changes. <br />We have increased the income guide- <br />lines which was previously; 1) one <br />person - $5,000 to $5,500 in increments, <br />and we are now increasing that to $6,000. <br />Again, because the cost of living and <br />social security benefits have increased <br />it is difficult for people to obtain <br />loans. Also we are requesting that each <br />applicant be required to present a Cer <br />tificate of Environmental Acceptability <br />certifying that the exterior property <br />is devoid of abondoned vehicles, litter, <br />trash, weeds and unkempt grass, etc. <br />The certificate becomes part of the <br />documentation necessary for the grant <br />application to be processed Our <br />last provision is an Imposition of <br />Lien. Following the completion of <br />the rehabilitation work on a specific <br />property, a lien in the amount of the <br />cost of rehabilitation will be placed <br />on that property. Forgiveness of the <br />lien should be granted on a percentage <br />basis annually (20o), as long as the <br />conditions of the grant are met. The <br />conditions are; 1) that the property <br />remains in the original ownership; <br />2) that the property is maintained, at <br />least to the extent that the repairs <br />made under the grant are still in <br />evidence. <br />Mr. Nimtz: Mrs. Baumgartner, who has to <br />approve these guidelines besides the <br />Redevelopment Commission? <br />Mrs. Bauer: You are the only ones. We <br />have already met with the Common Council <br />and Hunan Resources earlier this week <br />and they had no objection. <br />Mrs. Baumgartner: The non - profit guidelines <br />have four major changes. Bonafide non- profit <br />groups with an interest in improving neighbor - <br />hood housing conditions are encouraged to apply <br />for grants under the Community Development <br />Housing Rehabilitation Assistance Plan. <br />M <br />
