PROGRESS REPORTS <br />a. continued... <br />Mr. Ellison continues... <br />Others were from a variety of <br />non - profit organizations. In any <br />event, the staff felt the need for <br />policy guidance in this area. It <br />is the staff's view that $1.00 <br />leases to non- profits are probably <br />not desirable because such leases <br />would not seem to fit the objective <br />of leasing to retailers. Further, <br />it would seem unreasonable to rent <br />to non - profit for costs other than <br />economic rent based on the fact that the only <br />other non - retail group with whom we have <br />approved is the lease (Citizens for <br />Brademas) who is paying economic rent. <br />Short term leases to non - profit organizations <br />are, I think, inconsistent with what our <br />general discussions have been on the <br />matter. <br />Ms. Auburn: I wonder if they really <br />have a realistic picture of the financing <br />that would take for them to move into <br />one of those buildings. To meet the <br />insurance, the liability, to hook up <br />some of the electrical plumbing hookups <br />to get furniture moved in, and to make <br />it usable. There may be some perception <br />on their part that some of those <br />buildings are usable as is, when indeed <br />they are not. <br />Drs. Kolata: Ms. Auburn, some of the <br />groups.have looked at the buildings and <br />have actually expressed a willingness <br />to provide the insurance, however, it <br />is their impression not to really do <br />anything to the building other than <br />moving in a desk or two. They <br />really do not plan on doing anything <br />to the building. <br />Mr. Donaldson: What about utility <br />service? <br />Ms. Auburn: You have to meet code and <br />have the plumbing fixtures, etc.? <br />-27- <br />
