The transfers <br /> and appropriations are meant to reflect actual expenditures to date in 2013 that had been <br /> estimated in the 2012 budget. <br /> David Varner acting as Chair in Karen White's absence called upon Mark Neal to make <br /> the presentation. Mark along with Gary Gilot gave detailed explanations of all 3 bills <br /> answering Council questions along the way.
