NEW BUSINESS <br />b. contlinued... <br />Ms. Auburn; Both. <br />Mrs. Baumgartner; I believe that point will re- <br />main somewhat consistent in both our old contracts <br />and the new. Right now we are totally responsible <br />to sae that the job is performed correctly and <br />that no payment will be made until the entire job <br />meets with our approval. Under the new contracts <br />we will advise the homeowner that this job meets <br />with our approval or does not meet with our ap- <br />proval. They then have the option to move as they <br />wish. <br />Mr. ira: Why would you call it a proposal and <br />not bid? <br />Mrs. Baumgartner; When you call it a bid you have <br />certain obligations and requirements in terms of <br />advertising and in terms of just what is required <br />when this is bid out. With proposals the con- <br />tractors that are on file with us are notified <br />when proposals are available. The homeowners are <br />then given packets, they give the packets to whom- <br />ever they wish and the packets have to be back by <br />a certain date and the contractors that have pre- <br />sent d proposals by that date are considered. <br />Mr. obinson: After they make this change do you <br />have to use your staff to supervise and see that <br />the job is complete? <br />Mrs. Baumgartner: Yes. <br />Ms. uburn: Is the homeowner free to deal with <br />any �ontractor they want? <br />Mrs.lBaumgartner: Yes, within St. Joseph County. <br />Ms. uburn made a motion that the following South <br />Bend Home Improvement Loan Program bid contract <br />be a proved, subject to legal counsel review, and <br />Soutl Bend Common Council approval as applicable. <br />The notion was seconded by Mr. Robinson and <br />unanimously carried. <br />9 <br />SOUTH BEND HOME IM <br />PROVEMENT LOAN PROGRAM <br />CONTRACT APPROVED <br />
