If they present an incomplete bid at bid opening it is then dis- qu lified. Mr Donaldson made a motion that this contract be aw rded to Wilton Construction. This contract has a 20% under figure and that was for Bud Wilton who thought that he could do the jot) for $3,070.60. We recommend Charles Brown in the amount of $4,713. Bud Wilton is a new contractor with the Bureau of Housing. All of the work that he has done has been completed to our satisfaction and one of his jobs, I believe, was for $7,000, so it was a contract of substance, it was not merely clean-up activity. Mr McMahon: Did he have any opportunity to review hi bid for $3,070.60 and still felt that it could be done for that amount. Mrs, Baumgartner: We haven't talked to him speci- fically about this home, but he has talked to us about the fact that he felt his prices were.legiti- ma a and he could do the job for the price. 14
