South Bend ?development Commission
Special Mee ing - July 25, 1980
The Chair r cognized Honorable Roger 0. Parent who was present
to discuss qn item on the agenda which was listed as 6h. under
New Businessi as follows:
6. NEW
h. Comnkissioh discussion and decision
the lr6ciu6st to hermit its Executive
to
of
ve Director
on an inter
basis.
Mayor Parent: As you are aware, there has been
considerable discussion recently about the
Hous, ing.Authority and its director. The Housing
Authority Commissioners have asked the adminis-
tration to help during the interim period before
a new Housing Authority Director is hired.
Discussions began as to who the interim director
would be. It very quickly came down to
Mr. Ellison who has a lot of experience and
knowledge about housing and the rules, regulations,
etc. Mr. Ellison and I discussed the situation
and he is agreeable to serve as interim director.
Mr. Nimtz and I also talked and he is agreeable
to this arrangement. We had anticipated
rec iving a request from the Housing
Authority Commissioners to appoint
Mr. Ellison as interim director. This
morning I am here to make official the
request that was made to allow Mr. Ellison
to serve at the Housing Authority for a
period of no more than 60 days for
approximately 75% of his time. I
would like to preface this request with
just a brief discussion of what we
have been doing in the area of economic
dev lopment and how we have organized
it zdministratively.
Since the beginning of the year
Mr. Ellison and I have talked often
about how to handle the increasing
workload for economic development.
It is very difficult for me to make
visible to you the very large workload
we have generated. In order to share
this workload I have divided responsibility
for economic developrnent projects among
members of the administration.
