Commission <br />ap roval requested to amend 312 loan a lication <br />which <br />was approved on March 16, 1979 for Domingo R. & Lucia <br />B. Flores <br />in the amount of $dboo.00. <br />Mr. Ellison: <br />The amendment would revise the subject 312 loan <br />by increasing <br />the loan to $18,500.00. <br />Mrs, <br />umgartner: Included in this revised loan amount is the <br />cost or <br />insulation and porch repair. The Flores' are not conversant <br />in English. <br />Thus, they had a number of problems understanding home <br />repair <br />financing. For reasons which would be advantageous to their <br />financial <br />position, we are now requesting the $18,500.00 loan versus <br />the $8,800.00 <br />one. <br />Mr. C' <br />a: On the loan you are requesting $18,500, why then do they. <br />show an <br />amount of $8,800.00? <br />Mr. Ellison: <br />In effect, it is a loan increase related to exterior <br />improvements <br />that the Flores' sought to have improved through other <br />financing <br />which is not as advantageous to them as 312 financing. <br />What the <br />Bureau of Housing effectively is doing is intervening <br />to provide <br />to the 312 beneficiary a total better loan package than <br />they otherwise <br />would have had. There is no prohibition against <br />this sort <br />of action by the Bureau of Housing. In fact, I think it <br />is desirable <br />since it does provide a much better financial situation <br />for a <br />family that is migrant in background and has difficulty under- <br />standing <br />the perils of some of the other financial arrangements which <br />they were <br />making. We have utilized a variety of staff to communicate <br />with the <br />family to work out a solution to their housing problems. <br />Ms. A <br />urn: Will they be able to obtain on -going assistance from <br />someo <br />e if they reed it? <br />Mrs. umgartner: Yes, we have a gentleman at the present who is <br />translating all the documents to the Flores' so that they can <br />actually understand exactly what is happening here. We found out <br />that they were being grossly taken advantage of throw other <br />financial arrangements. <br />Ms. A burn made a motion that a 312 loan application in the amount <br />of $1 ,500.00 be awarded to Domingo R. & Lucia B. Flores, seconded <br />by Mr. Cira, and the motion was unanimously carried. <br />6. NEW <br />a.
