South Bend Redevelopment
Commission
Regular Meeting-
- April 20, 1979
5. OLD BUSINE
S (continued)
b. Commission
ap roval requested to amend 312 loan a lication
which
was approved on March 16, 1979 for Domingo R. & Lucia
B. Flores
in the amount of $dboo.00.
Mr. Ellison:
The amendment would revise the subject 312 loan
by increasing
the loan to $18,500.00.
Mrs,
umgartner: Included in this revised loan amount is the
cost or
insulation and porch repair. The Flores' are not conversant
in English.
Thus, they had a number of problems understanding home
repair
financing. For reasons which would be advantageous to their
financial
position, we are now requesting the $18,500.00 loan versus
the $8,800.00
one.
Mr. C'
a: On the loan you are requesting $18,500, why then do they.
show an
amount of $8,800.00?
Mr. Ellison:
In effect, it is a loan increase related to exterior
improvements
that the Flores' sought to have improved through other
financing
which is not as advantageous to them as 312 financing.
What the
Bureau of Housing effectively is doing is intervening
to provide
to the 312 beneficiary a total better loan package than
they otherwise
would have had. There is no prohibition against
this sort
of action by the Bureau of Housing. In fact, I think it
is desirable
since it does provide a much better financial situation
for a
family that is migrant in background and has difficulty under-
standing
the perils of some of the other financial arrangements which
they were
making. We have utilized a variety of staff to communicate
with the
family to work out a solution to their housing problems.
Ms. A
urn: Will they be able to obtain on -going assistance from
someo
e if they reed it?
Mrs. umgartner: Yes, we have a gentleman at the present who is
translating all the documents to the Flores' so that they can
actually understand exactly what is happening here. We found out
that they were being grossly taken advantage of throw other
financial arrangements.
Ms. A burn made a motion that a 312 loan application in the amount
of $1 ,500.00 be awarded to Domingo R. & Lucia B. Flores, seconded
by Mr. Cira, and the motion was unanimously carried.
6. NEW
a.
