Nemeth, Mayor <br />of South Bend, Indiana, signed'by'Howard L. Campbell, Area <br />Manager of the Department of HOUsing & Urban Development, <br />dated August 17, 19 78,.Re: Applicability of _Davis Bacon <br />Rates to CDBG Asst sted'Rehabi1itation'bf Sinule Fami y <br />Housing'Units. <br />Mr. Ellison: This letter is the one which we had been <br />expecting to receive for some time pursuant town indication <br />that was given by HUD a while back, that we may be in violation <br />of Section 3 of the Housing and Urban Development Act of 1968 <br />by requiring a payment of prevailing wages in connection with <br />single family rehabilitation activities. This Commission, as <br />a matter of policy, determined that South Bend should be able <br />to require the payment of these wage rates. The essence of <br />this letter is that HUD now concurs in that requirement. I <br />think that Mr. Butler, and Mr. Robinson should be commended <br />for their efforts in helping us to secure this concurrence <br />from HUD. <br />The Chair directed that this letter be received and placed <br />on file. <br />5. OLD BUSINESS <br />a Letter, addressed to Mr. C. Wayne Brownell, <br />Wined by Howard L. Campbell, Area Manager of the <br />Department of Housing & Urban Development, dated <br />August 18, 1978, Re: Financial Settlement, <br />Program No. Ind. R -66, South Bend, Indiana. <br />Mr. Ellison: The document in your packets essentially <br />indicates that we achieved financial close -out of the <br />R -66 project as of August 18, 1978. This information <br />is not new, of course, to the Commission, but it should <br />be placed in our files as evidence of project completion. <br />The Chair directed that this letter be received and placed <br />on file. <br />FLOOR DISCUSSION <br />Mr. Taylor: Mr. Chairman,. I would like to commend Mr. Brownell for <br />his efforts in getting that project closed out. I know that it was <br />not a small effort.
