BILL NO. q/ , <br /> ORDINANCE NO. `" <br /> AN ORDINANCE APPROPRIATING $99,000.00 RECEIVED FROM THE U. S. <br /> DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY SHELTER <br /> GRANTS PROGRAM FOR PROGRAM YEAR BEGINNING JANUARY 1, 1995. <br /> STATEMENT OF PURPOSE AND INTENT: <br /> In order to deliver services to homeless individuals within our community the <br /> City of South Bend received funds from the U. S. Department of Housing and Urban <br /> Development for the delivery of such services through various subgrantees. The funds <br /> appropriated in this ordinance will aid in defraying the costs of shelter operation and <br /> maintenance and in providing essential services and assistance in homeless prevention. <br /> NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of <br /> South Bend, Indiana: <br /> Section I. The sum of $99,000.00 is hereby appropriated and allocated among <br /> accounts as set forth below for Program Year 1995, beginning January 1, 1995. <br /> PROJECT NUMBER DESCRIPTION AMOUNT <br /> ES 95-1 Center for the Homeless, Inc $33,250 <br /> ES 95-2 St. Joseph County AIDS Task Force 10,000 <br /> ES 95-3 Youth Service Bureau of 14,000 <br /> St. Joseph County <br /> ES 95-4 YWCA of St. Joseph County 29,750 <br /> ES 95-5 Family & Children's Services 6,000 <br /> ES 95-6 Dismas of Michiana 2,000 <br /> Administrative Costs 4,000 <br /> Total: $99,000 <br /> Section II. No costs will be incurred or funds expended for any of the <br /> programs addressed in this ordinance prior to completion and subsequent certification of the <br /> Environmental Review Process specified in Title Twenty-four (24) Part Fifty-Eight (58) of the <br /> Code of Federal Regulations, containing the Environmental Review Procedures for the <br /> Emergency Shelter Grants Program, and the receipt of an official release of funds from the U.S. <br /> Department of Housing and Urban Development. <br /> Section III.
