BILL NO. q/ , ORDINANCE NO. `" AN ORDINANCE APPROPRIATING $99,000.00 RECEIVED FROM THE U. S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY SHELTER GRANTS PROGRAM FOR PROGRAM YEAR BEGINNING JANUARY 1, 1995. STATEMENT OF PURPOSE AND INTENT: In order to deliver services to homeless individuals within our community the City of South Bend received funds from the U. S. Department of Housing and Urban Development for the delivery of such services through various subgrantees. The funds appropriated in this ordinance will aid in defraying the costs of shelter operation and maintenance and in providing essential services and assistance in homeless prevention. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: Section I. The sum of $99,000.00 is hereby appropriated and allocated among accounts as set forth below for Program Year 1995, beginning January 1, 1995. PROJECT NUMBER DESCRIPTION AMOUNT ES 95-1 Center for the Homeless, Inc $33,250 ES 95-2 St. Joseph County AIDS Task Force 10,000 ES 95-3 Youth Service Bureau of 14,000 St. Joseph County ES 95-4 YWCA of St. Joseph County 29,750 ES 95-5 Family & Children's Services 6,000 ES 95-6 Dismas of Michiana 2,000 Administrative Costs 4,000 Total: $99,000 Section II. No costs will be incurred or funds expended for any of the programs addressed in this ordinance prior to completion and subsequent certification of the Environmental Review Process specified in Title Twenty-four (24) Part Fifty-Eight (58) of the Code of Federal Regulations, containing the Environmental Review Procedures for the Emergency Shelter Grants Program, and the receipt of an official release of funds from the U.S. Department of Housing and Urban Development.
