PERSONNEL & FINANCE AUGUST 28,2012 <br /> 5:30 P.M. <br /> 2013 Budget Review <br /> Robinson Center <br /> Committee Members Present: Karen White, Gavin Ferlic,Dr. David Varner <br /> Henry Davis <br /> Citizen Members Present: Tammy McNally, Julaine James <br /> Other Council Members Present: Tim Scott, Valerie Schey,Dr. Fred Ferlic, <br /> Oliver Davis. Derek Dieter <br /> Others Present: See Attached Sign-In Sheet <br /> Agenda: 2013 Budget Presentation& Question&Answer from public <br /> Karen White, Chairperson,Personnel&Finance Committee opened the field hearing by <br /> clearly enunciating the purpose and intent of the meeting. Under Karen's guidance the <br /> Council is holding two meetings soliciting spending priorities from the public at a venue <br /> outside of the County-City Building at a place more convenient for the public. <br /> Karen then introduced Mark Neal, City Controller to present the budget process while <br /> incorporating the Council's priorities and the Mayor's vision for 2013. The Controller <br /> provided a handout(A copy is on file in the Office of the City Clerk)to help develop <br /> some understanding and participation. <br /> Marguerite Taylor was the first to open discussion listing her top priority as an enhanced <br /> quality of life focusing on public safety and investment in parks. Mark Neal responded <br /> saying the City wants to invest in parks programming while constantly exploring new <br /> ways to maximize the value of the City's assets. <br /> Bill Stenz urged better coordination between the City's building department and code <br /> enforcement. He also emphasized the potential benefits of the City working with and <br /> bolstering the efforts of neighborhood organizations. <br /> Former Councilmember Ann Puzzello thought the City should do a better job of caring <br /> for vacant lots many of which she described as eyesores. <br /> Other citizens urged better street lighting and repair of curbs and sidewalks. <br /> Marguerite Taylor spoke to the need to address the youth violence problem. She pointed <br /> to the programs at the Robinson Center suggesting the Charles Black and King Center <br />
