There is approximately $2,200.00 of damage to the
;e. The Park Department not having funds to repair the
;e suggested the Redevelopment Commission take responsibility
Lyment for the work and the Park Department would take the
)nsibility of contracting the work. Mr. Brownell explained
we still own the bridge as it has never been sold, nor has
)ark been sold to the City, so it was our bridge that was
;ed. Mr. Butler concurred that the bridge was still owned by
id was still our responsibility and it was proper procedure
;he Redevelopment Commission to contract for this repair work.
3rownell asked for authorization by the Commission to carry out
responsibility for repairs. Mr. Wiggins expressed his worry
losing control of the cost for this work and did not want to
them a blank check. Mr. Butler assurdd Mr. Wiggins that we
L contract with them for a specific amount and then they would
to get their bids and get it done for that amount. If we
out a figure Mr. Wiggins wondered how we determined the cost
pairs, a fair estimate. Mr. Brownell said that when he was
; approached about this situation that the original estimate was
'5.00 at which time he indicated he had no funds available at
time. Mr. Wiggins wanted to know who made the estimate, and
3rownell indicated that Jim Seitz negotiated with a contractor
;hey are not required to take bids under $5,000.00, and by
;iating with the contractor Mr. Seitz got the price down to
)0.00. Mr. Donaldson wondered if that was just one contractor,
3rownell indicated that the contractor was in an advantageous
;ion as he already had the heavy planks that go into the bridge
;hey matched, as he was the original builder of the bridge. Mr.
wondered if we would just forget about the cost, take bids and
1 from there. Brownell indicated that we were trying to get
from the supervision as we don't have the staff to do this kind
ling. Mr. Robinson asked if he heard right that the Redevelopment
_ssion hasn't turned over that park to the park department. Brown -
;aid yes. Robinson continued by saying that what we were going
), hasn't anyone been down there recently, that it is going to
1 a piece meal basis, vandals have practically knocked down all
_llumination, only a couple wires are hanging out of the post
so I imagine they are going to be back here for more money to
_r the light fixtures. I would think that they would get the
thing together at one shot or do it at a later point and time
;hen turn it over to the Park Department so that we don't have
itinuing responsibility. Brownell indicated that the reason
are talking at this point about the bridge is that it is dangerous
;he lights are not at this time. Mr. Wiggins expressed concern
; the vandalism. Brownell said he would like HUD to loosen
ieir regulations so we can sell this parcel to the City, but so
;hey have resisted. Cira asked about insurance, Brownell
sated any insurance that we would get would have a deductible
;e and we would end up paying for most of the damage. Wiggins
a motion that the executive director and legal counsel be
)rized to negotiate with the superintendent of the Park
-tment for the repair of the bridge and to make a report back
ie Commission, and also that the City Engineer be requested to
an estimate to the cost of such repairs. Mr. Brownell indicated
