REGULAR MEETING December 9, 2019 <br />Be it remembered that the Common Council of the City of South Bend, Indiana met in the Council <br />Chambers of the County -City Building on Monday, December 9, 2019 at 7:00 p.m. The meeting <br />was called to order by Council President Tim Scott and the Invocation (Dr. Oliver Davis) and <br />Pledge to the Flag were given. <br />Councilmember Tim Scott stated, I'm glad to see that you're all here to see democracy in action. <br />If you please be respectful of the people speaking, either myself or the Committee of the Whole <br />Chairman. Mr. Voorde will recognize the person that's speaking, would you please be respectful <br />for all the media, anybody with signs or anything please be respectful for the people that are in the <br />crowd. So, everybody can see. Councilmember Jo <br />M.
