REGULAR MEETING <br />58-19 <br />December 9, 2019 <br />PUBLIC HEARING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, APPROPRIATING <br />ADDITIONAL FUNDS FOR CERTAIN <br />DEPARTMENTAL AND ENTERPRISE <br />OPERATIONS IN 2019 OF $150,000 FROM EMS <br />CAPITAL FUND (#287), $75,000 FROM EMS <br />OPERATING FUND (#288), $100,000 FROM <br />CONSOLIDATED BUILDING FUND (#600), <br />$194,560 FROM SOLID WASTE OPERATIONS <br />FUND (#610), $15,000 FROM WATER WORKS <br />CUSTOMER DEPOSIT FUND (#624), $16,520 <br />FROM WATER WORKS DEBT SERVICE FUND <br />(#625), $15,000 FROM WATER WORKS BOND <br />RESERVE FUND (#626), $30,000 FROM WATER <br />WORKS O&M RESERVE FUND (#629), $600 <br />FROM SEWAGE WORKS CUSTOMER <br />DEPOSIT (#654) AND $226,000 FROM <br />CENTURY CENTER OPERATING FUND (#670). <br />Councilmember Karen White, Chair of the Personnel and Finance Committee, reported that they <br />met this afternoon and send this bill forward with a favorable recommendation. <br />Dan Parker, City Controller with offices located on the 12'h floor of the County -City Building, <br />South Bend, IN, served as the presenter for this bill. Mr. Parker stated, Bill No. 58-19 is the <br />additional appropriation for our Enterprise Funds. There was one (1) change from the original bill <br />that went through first (1 s`) reading and it is in the Building Department, the Consolidated Building <br />Fund. So, if you remember back to Bill No. 56-19, there was a budget transfer to help cover <br />personnel costs of twenty thousand dollars ($20,000) into the Building Department to cover <br />personnel costs. This is the other half of that. So, the overage was roughly thirty-five to forty <br />thousand dollars ($35,000 - $40,000), and partial budget transfer, partial additional appropriations. <br />The rest of this is broken into the same categories, unanticipated expenses supported by new <br />revenue, and administrative items. I'm happy to answer any questions. <br />Councilmember John Voorde opened the floor to questions from Council Members. There were <br />none. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. There were none. <br />Councilmember Tim Scott made a motion to send Substitute Bill No. 58-19 to the full Council with <br />a favorable recommendation. The motion was seconded by Councilmember Dr. Oliver Davis and <br />carried with a voice vote of eight (8) ayes. <br />RISE AND REPORT <br />Councilmember Dr. Oliver Davis made a motion to rise and report to full Council. Councilmember <br />Jake Teshka seconded the motion which carried by a voice vote of eight (8) ayes. <br />REGULAR MEETING RECONVENED <br />Be it remembered that the Common Council of the City of South Bend reconvened in the Council <br />Chambers on the fourth floor of the County -City building.
