REGULAR MEETING December 9, 2019 <br />this river town, this factory town and university town, this green and gray City, full of people <br />generous and bold and committed and gentle. For as long as I am your Mayor, I will serve this <br />City to the best of my ability. And for as long as I live, this will be home. Thank you. <br />At this point in the meeting, each Council Member gave their own personal remarks to Mayor Pete <br />Buttigieg for his work as the Mayor for the City of South Bend. At the close of comments from <br />the Council Members. <br />At 8:19 p.m., Council President Tim Scott stated, We will take a five (5) minute recess at this time, <br />and the meeting will convene after. <br />Be it remembered that the Common Council of the City of South Bend reconvened in the Council <br />Chambers on the fourth floor of the County -City building at 8:26 p.m. Council President Tim <br />presided with eight (8) members present. <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />At 8:27 p.m. Councilmember Tim Scott made a motion to resolve into the Committee of the <br />Whole. Karen White seconded the motion which carried by a voice vote of eight (8) ayes. <br />Councilmember John Voorde, Chairperson, presiding. <br />Councilmember John Voorde explained the procedures to be followed for tonight's meeting in <br />accordance with Article 1, Section 2-11 of the South Bend Municipal Code. <br />56-19 PUBLIC HEARING ON AN ORDINANCE OF <br />THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, FOR BUDGET <br />TRANSFERS FOR VARIOUS DEPARTMENTS <br />WITHIN THE CITY OF SOUTH BEND, <br />INDIANA FOR THE YEAR 2019 <br />Councilmember Karen White, Chair of the Personnel and Finance Committee, reported that they <br />met this afternoon and send this bill forward with a favorable recommendation. <br />Dan Parker, City Controller with offices located on the 12th floor of the County -City Building, <br />South Bend, IN, served as the presenter for this bill. Mr. Parker stated, Bill No. 56-19 is our budget <br />transfer bill. So, as we do in every quarter, we bring you the budget transfers for additional <br />appropriations. This is the final one (1) for 2019. It does not increase or decrease the budget. It <br />simply moves money from one (1) cost category to another, or one (1) department to another within <br />the same fund. With the substitute bill, there were two (2) additional changes that we made, and <br />they are highlighted in the bill on pages two (2) and four (4) of the details, the supplement behind <br />the bill. The first (1") one (1) is in the Parks and Recreation Fund. Moving money from the <br />Recreation Department into the Golf Courses Department, and then the second (2nd) one is on page <br />four (4), moving money in the Building Department to cover personnel costs. <br />Councilmember John Voorde opened the floor to questions from Council Members. There were <br />none. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. There were none. <br />Councilmember Dr. Oliver made a motion to send Substitute Bill No. 56-19 to the full Council <br />with a favorable recommendation. The motion was seconded by Councilmember Karen White and <br />carried with a voice vote of eight (8) ayes. <br />57-19 <br />14 <br />PUBLIC HEARING ON AN ORDINANCE <br />OF THE COMMON COUNCIL OF THE CITY OF <br />
