Schaller, Project Director, advised that these <br />are the first contracts to be awarded for the Northwest Community <br />Development Project. Only two (2) contractors bid on these adver- <br />tised rehabilitation contracts in the Northwest Project. <br />Commissioner Cira brought to the Chair's attention that the bid <br />for the 506 LaPorte Avenue had only one bidder and questioned <br />how do we know that it is a proper bid, as we only received the <br />one bid for that contract. He felt that we should have at <br />least two bids and he didn't particularly think that it should be <br />approved as he didn't feel that is the proper thing to do. For <br />comparison he would like to see at least two bids on a contract. <br />Commission Legal Counsel, Mr. Kevin J. Butler, advised to receive <br />only one bid is no problem and assuming that only one bid would <br />have been received on each of these contracts--unless there is <br />some specific reason for not awarding the contract to a specific <br />contractor. Commissioner Wiggins stated that this has undoubtedly <br />been the concern of both the Advisory Committee and the Housing <br />Bureau, and that they must be satisfied that this is a fair bid <br />otherwise they would not have submitted it to the Commission for <br />approval. <br />Commissioner Robinson asked to what degree do we put out advertise- <br />ments making the employers aware of the opportunity to bid on these <br />things? Mr. Schaller advised that we have a contractors list and <br />invitations are sent out to the contractors on this list and also <br />we are required to advertise in two local publications. Commissioner <br />Robinson asked the next question: "On this list of contractors you <br />are talking about, how did you achieve this list- -from past adver- <br />tisement and then we quit, or do you continuously try to update this <br />list and re- advertise to other employers that this work is still <br />available ?" Mr. Schaller said that is correct, and that basically <br />=EIM <br />
