s • STAFF REPORT March 13, 1995 South Bend Heritage Foundation and South Bend Redevelopment Commission 1657-95 Location: the east side of the 1200 block of Fellows St. , south side of the 500 block of Wenger St., west side of the 1200 block of Rush Street, and both sides of the 500 block of Pennsylvania Avenue City of South Bend REQUESTED ACTION: The petitioners are requesting a zone change from "B" Residential and "C" Commercial, "A" and "B" Height and Area to "B" Residential, "C" Height and Area to allow the construction of apartments. EXISTING LAND USE: The property contains several single family homes. SURROUNDING LAND USE AND ZONING: Located to the north is vacant land zoned "C" Commercial and "B" Residential "E" and "B" Height and Area; to the east are vacant lots and single family homes zoned "B" Residential, "A" and "B" Height and Area; to the south are single family homes zoned "B" Residential, "A" Height and Area; and to the west is a commercial building zoned "C" Commercial, "E" Height and Area, a single family home zoned "B" Residential, "A" Height and Area, and a Boys and Girls Club zoned "C" Commercial, "B" Height and Area. ACCESS: Access to the site will be from Fellows Street and Pennsylvania Avenue. WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. DRAINAGE: The drainage has not been addressed by the petitioner. SITE DATA: The total site to be rezoned is 5.09 acres. Of that, the buildings will occupy 34,042 square feet, or 15.3 percent of the site; the parking and drives will occupy 37,568 square feet, or 17 percent of the site; and 3.45 acres or 68 percent of the site will remain as open space. ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no public wells, wetlands, flood or environmental hazard areas are present. SITE PLAN: The site plan is preliminary. AGENCY COMMENTS:
