s • <br /> STAFF REPORT March 13, 1995 <br /> South Bend Heritage Foundation and South Bend Redevelopment Commission 1657-95 <br /> Location: the east side of the 1200 block <br /> of Fellows St. , south side of the 500 block <br /> of Wenger St., west side of the 1200 block <br /> of Rush Street, and both sides of the 500 <br /> block of Pennsylvania Avenue City of South <br /> Bend <br /> REQUESTED ACTION: The petitioners are requesting a zone change <br /> from "B" Residential and "C" Commercial, "A" <br /> and "B" Height and Area to "B" Residential, <br /> "C" Height and Area to allow the <br /> construction of apartments. <br /> EXISTING LAND USE: The property contains several single family <br /> homes. <br /> SURROUNDING LAND USE AND ZONING: Located to the north is vacant land zoned <br /> "C" Commercial and "B" Residential "E" and <br /> "B" Height and Area; to the east are vacant <br /> lots and single family homes zoned "B" <br /> Residential, "A" and "B" Height and Area; to <br /> the south are single family homes zoned "B" <br /> Residential, "A" Height and Area; and to the <br /> west is a commercial building zoned "C" <br /> Commercial, "E" Height and Area, a single <br /> family home zoned "B" Residential, "A" <br /> Height and Area, and a Boys and Girls Club <br /> zoned "C" Commercial, "B" Height and Area. <br /> ACCESS: Access to the site will be from Fellows <br /> Street and Pennsylvania Avenue. <br /> WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br /> DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br /> SITE DATA: The total site to be rezoned is 5.09 acres. <br /> Of that, the buildings will occupy 34,042 <br /> square feet, or 15.3 percent of the site; <br /> the parking and drives will occupy 37,568 <br /> square feet, or 17 percent of the site; and <br /> 3.45 acres or 68 percent of the site will <br /> remain as open space. <br /> ENVIRONMENTAL DATA: A check of the Agency's maps indicates that <br /> no public wells, wetlands, flood or <br /> environmental hazard areas are present. <br /> SITE PLAN: The site plan is preliminary. <br /> AGENCY COMMENTS: <br />
