ICENDAi L <br />EXECUTIVE DIRECTOR <br />September 16, 2004 <br />South Bend Common Council <br />Fourth Floor Council Chambers <br />400 County City Building <br />South Bend, IN 46601 <br />Dear Council Members: <br />The attached bill for your consideration and approval will appropriate $31,045 from the <br />Economic Development State Grant Fund to provide funds for continued environmental site <br />assessment activities at the former White Lightning site located at the southeast corner of Lincoln <br />Way West and Chapin. These funds will allow for additional sampling of both soil and <br />groundwater. This grant was made available through the Indiana Development Finance <br />Authority's Brownfields Site Assessment Grant program. <br />Hull & Associates has previously conducted a Phase I and a Phase II site assessment at the site. <br />IDEM has requested additional testing of both soil and groundwater to evaluate the lateral extent <br />of groundwater contamination and to delineate soils that exceed closure levels. <br />The contract for the grant has been approved by the Board of Works but has not yet been signed <br />by the State. Once the contract is signed by the State, Hull will be given a notice to proceed on <br />the project. <br />I will attend the Council meeting.
