5. OLDIBUSINESS (Cont'd <br />paper - processing factory of some sort. They had a take -down time <br />of four years, and they have agreed to reduce that to three, avoid- <br />ing the problem we had with four years, which would require HUD <br />approval. Those are the three (3) points, I believe, that we had <br />and they have all been cleared up by agreement of the proposals." <br />Commissioner Wiggins said that inasmuch as this has been resolved <br />and this brings it within the basic requirements that were esta- <br />blished in the first place he would make the motion, that the only <br />bid which was received for Disposition Parcel 6 -1, Project Indiana <br />R -66, being technically not acceptable and now being rejected, but <br />subsequent negotiations with the redeveloper which submitted the <br />bid - -the St. Joseph River Bend Development Corporation -- having <br />resulted in a satisfactory and acceptable redevelopment proposal <br />for said Parcel 6 -1, said redevelopment proposal is hereby accepted, <br />and the Legal Counsel and Executive Director are directed to negotiate <br />and prepare a contract for the sale and redevelopment of said Parcel <br />6 -1 to be submitted to the Redevelopment Commission for final approval <br />and execution at the next meeting of the Redevelopment Commission if <br />possible. Said motion was seconded by Mr. Donaldson and carried. <br />President Nimtz added, "Now, I might say to you, gentlemen, after I <br />reviewed this yesterday afternoon, I talked to several other people <br />in this other group. Mr. Cressy is known to them and is highly re- <br />garded by them, and I don't know whether this has got to Mr. Taylor <br />or not, because I didn't get a chance to talk to him last evening, <br />but they would be interested in talking with you, gentlemen, if you <br />would be interested in talking to them." As to whether that had <br />gotten to Mr. Taylor or not, Mr. Taylor said it had not. <br />Commissioner Wiggins further added, "I would like to say, by way <br />of comment to these SSPF gentlemen, that we .certainly appreciate <br />your interest, and this is a very impressive track record that you <br />have presented here. If there is any way that you can be involved <br />in the future development of South Bend, we would certainly welcome <br />you." <br />The question was raised by the news media if the Commission is imply- <br />ing that SSPF, Inc.and St. Joseph River Bend Development group get <br />together, and President Nimtz advised they are not suggesting any <br />combination or anything like that. However, if they have some <br />potential clients, interest, etc., perhaps this group could use <br />them. <br />Request for the dates for start of construction, first take -down, <br />etc., by Ms. Derbeck, Mr. Brownell advised the schedule for the <br />St. Joseph River Bend Development Corporation is: <br />6 -1 A: Restaurant: 2.11 acres. <br />The take -down is one 1) year from date of contract <br />and 18 months for completion of construction. <br />�9 <br />
