SSPF's proposed plan of development of the project <br />land, as shown in the graphic plan attached, follows <br />closely the intent of the Department of Redevelop- <br />ment. <br />SSPF believes in the concept that the river is an <br />attribute that must be considered in the solution <br />and is second only to the consideration of the par- <br />cel's proximity to the downtown area. Hence, it <br />is evident in the plan that the project orientates <br />people to the river both physically and visually <br />while solving basic circulation and service con- <br />siderations. <br />The plan, as conceived by SSPF, represents a near <br />maximum utilization of the land as allowed with the <br />ability for a phased development geared to the po- <br />tential market demands. The phases may be sequen- <br />tial or simultaneous depending upon these market <br />demands. The properly phased plan allows for de- <br />sign changes brought about by market fluctuations <br />without destroying the intent or character of the <br />overall concept. <br />The following proposed schedule of take down and <br />development gives a tabulated land use breakdown <br />further describing the character of the improve- <br />ments. <br />Page 3 of 5 <br />
