SSPF's proposed plan of development of the project
land, as shown in the graphic plan attached, follows
closely the intent of the Department of Redevelop-
ment.
SSPF believes in the concept that the river is an
attribute that must be considered in the solution
and is second only to the consideration of the par-
cel's proximity to the downtown area. Hence, it
is evident in the plan that the project orientates
people to the river both physically and visually
while solving basic circulation and service con-
siderations.
The plan, as conceived by SSPF, represents a near
maximum utilization of the land as allowed with the
ability for a phased development geared to the po-
tential market demands. The phases may be sequen-
tial or simultaneous depending upon these market
demands. The properly phased plan allows for de-
sign changes brought about by market fluctuations
without destroying the intent or character of the
overall concept.
The following proposed schedule of take down and
development gives a tabulated land use breakdown
further describing the character of the improve-
ments.
