5. OLDIBUSINESS (Cont'd <br />seemed so ideal and seemed to satisfy so much in relation to the <br />utilization of the Century Center. We are, however, prepared to, <br />and have already looked at some alternative sites, and will have <br />them come down to take a look at it. I do still strongly feel <br />that the motel of the type of the Midway Motor Lodge and a restau- <br />rant of the type of the Hoffman House would be an attribute to the <br />downtown South Bend, would provide a stimulus to business in this <br />area, and would further the full utilization of the Century Center, <br />so we will be pursuing that alternative in addition to continuing <br />our efforts on the elderly high -rise for South Bend." <br />Mr. Taylor made the following request: "Both International Con - <br />structors Company and Oxford Realty (represented by Mr. John Cofer) <br />are here and they both bid on Section 8 housing. They need, at <br />least the next step, something definitive as to where we are in <br />our negotiations, so that they can carry this down to HUD and <br />attempt to get back on the tract on Section 8 housing. There is <br />some question about their control over the land. I am wondering if <br />we could have a letter from your Executive Director now stating the <br />action that has been taken here today." <br />Mr. Brownell said he would be willing to write such a letter, if <br />it is agreeable to the Commission, and send a copy to Mr. Poffen- <br />berger, at HUD, so he will have a copy. It is his understanding <br />that three bids were rejected. He said 'understand' because he <br />hasn't seen but one of the letters. They said it was because they <br />didn't have control of the land and they had some other reasons- - <br />not trying to limit it to one. There were also two bidders that <br />were not bidding on our land, but were bidding on other areas in <br />the City, and those were rejected for other reasons, so that all <br />of the bidders, as I understand it, have been rejected at this <br />time. <br />Mr. Medlock said he would like to combine that request with Mr. <br />Taylor's, with the request that he made in his letter, and that is <br />to get an expression from the Redevelopment Commission that we will <br />be conveying title to the land to the St. Joseph River Bend Develop- <br />ment Corporation if those negotiations are concluded, and that if <br />they are not, that we would be willing to make this available as a <br />separate parcel in the event that Oxford or International Construc- <br />tors are the successful bidders. <br />Mr. John Cofer, SSPF, Inc., said, "Basically, if I could comment on <br />this Section 8 housing, which is the primary interest of Oxford <br />Development Corporation, and we have negotiated with Gordon Medlock <br />and Lloyd Taylor. What has happened with regard to Section 8 is <br />simply that HUD reviewed all.bids and rejected all bids. Now, what <br />does that mean to South Bend -- unless certain action is taken in the <br />immediate future, the fund allocations for South Bend could feasibly. <br />be allocated to Evansville, Gary, Indianapolis- -some other area in <br />Indiana. If some remonstrance were made immediately, there is a <br />possibility of retaining those funds in this fiscal year for South <br />Bend. However, if nothing is done in the immediate future, you are <br />going to have to wait for the next fiscal year which begins next <br />- 12 - <br />
