SOUTH END REDEVELOPMENT COMMISSION
SPECIA MEETING: July 10, 1975 Page 4.
people, and each of them does have a reputation both with
respect to integrity, and business and professional ac-
complishment. Basically, these are substantial people in
the community, and we are dealing, we think, with a real
bid.
HUD Form 6004, which is the HUD public disclosure form,
has been sent to the Indianapolis Office of HUD for their
review and we would anticipate a response within three
weeks to that.
Mr. Brownell and I propose that the Redevelopment Commis-
sion authorize us to continue our discussions with the St.
Joseph River Bend Development Corporation to try to work
towards an acceptable redevelopment contract to be pre-
sented to the Redevelopment Commission, and also we will
be talking with International Constructors Company to
pursue their development plans, and also with our con-
sultants, Real Estate Research Corporation, in order to
determine the various alternatives that we do have with
respect to Block 6, so we can make appropriate recommenda-
tion.
We asked for this meeting so that we could report to the
Commissioners as to the occurrences of the past week,
and also so that the Commissioners would have the oppor-
tunity to ask specific questions of the redeveloper and
of Mr. Brownell and myself, before we get into any further
discussions and negotiations.
The Chair thanked Mr. Butler, greeted Mr. Taylor, spokesman for the
St. Joseph River Bend Development Corporation, who arrived at this
point, and called on Mr. C. Wayne Brownell, Executive Director of
the Department of Redevelopment, if he had anything further to
say in regard to the housing situation, how that is involved in
this.
Mr. Brownell added:
Several groups of people have bid, we understand, under
Section 8, to HUD. Several groups are trying to get
the site in Block 6- -about two acres - -and also some
groups are bidding on other locations in the downtown
area. No one, of course, knows what HUD's decision will
be on those bids.
Mr. Taylor is here for the purpose of representing the
bidder and answer any questions you might have. The one
group that is working with them is the Oxford Development
Group on the Section 8 housing. I understand they made a
bid on Section 8. Supposedly, several other bids are being
made on Section 8, but we have no information as to how
many people bid or whom HUD will accept.
