Washington, Public Accountant: BID BOND RE- <br />This letter, dated January 20, 1975, was addressed to QUIREMENT, <br />the Board of Commissioners, City of South Bend Redevelop- E -7 PROJECT <br />ment Commission, in reference to Project Indiana E -7. <br />Ms. Washington is suggesting that the requirement of a <br />bid bond from the contractors be waived, as this imposes <br />unnecessary and heavy restrictions on the small business- <br />man, to the point that most of them will be ineligible to <br />bid on small jobs, creating somewhat of a hardship on <br />some bidders. <br />Mr. C. Wayne Brownell, Executive Director, advised as a <br />result of this letter, Ms. Washington has been invited to <br />attend the next meeting of the Advisory Committee for the <br />E -7, Bureau of Housing Program. On this Committee, we <br />have two neighborhood members, a banker, a realtor, an <br />engineer, and two staff people (the Director of the Hous- <br />ing Bureau and Mr. Brownell). Ms. Washington said she <br />will attend the next Advisory Committee Meeting and share <br />her feelings on this subject, and the Advisory Committee <br />will make a recommendation to this Redevelopment Commis- <br />sion. <br />Letter from Jane Swan: This letter, dated January 20, REHABILITATION, <br />1975, was addressed to the Redevelopment Commission, MODEL CITIES, <br />with copies to the South Bend Common Council, and The E -6 PROJECT <br />South Bend Tribune. <br />Mr. Brownell advised this letter refers to the incident <br />of the shooting at 310 O'Brien Street which has raised <br />some disturbing questions concerning the repair and up- <br />grading of houses with redevelopment funds. The four <br />I &M employees were "moonlighting" and were to repair <br />the wiring on the above- stated house, on Saturday, <br />January 18, 1975. <br />Ms. Swan requested answers to nine questions and stated <br />in her letter that the taxpayers and homeowners who are <br />having work done on their houses are entitled to the <br />answers. <br />-4- <br />
