Facility Description <br />A soil vapor extraction (SVE) remediation system on site operates to remove/reduce subsurface Volatile <br />Organic Compound (VOC) contamination due to a former dry cleaning operation at the site. <br />The remediation system will operate 24 hours 7 days a week. As the air from the SVE cools, <br />condensation may form in the piping. The discharge will consist of this condensation. During times of <br />elevated groundwater levels, it is possible that the SVE system may also remove some contaminated <br />groundwater. The contaminated groundwater will be collected and sampled in the same manner as the <br />condensate water. <br />PART I — EFFLUENT LIMITATION <br />A. Sample Port and Collection Location <br />Sample Site Outfall # 315 is located on the site known as Monarch Textile Rental Services at 812 <br />North Wilber Street, South Bend, IN 46628. In the SVE Equipment trailer located on the <br />Northwest corner of the site, the sample port is located downstream of the wastewater <br />holding/knock out tank and the granular activated carbon vessels. The wastewater will discharge <br />to a sewer lateral connection located inside the Monarch facility. <br />2. Sample Site # 315 shall not exceed the following effluent limitations. Any discharge of water or <br />waste having a pH lower than 6.0 S.U. or a pH higher than 11.0 S.U. is prohibited. In addition, <br />the permittee's wastewater discharge shall not exceed the following effluent limitations: <br />a. Daily Maximum Limit means the maximum allowable discharge limit of a pollutant during <br />a calendar day or any 24-hour period that represents a calendar day. Where Daily Maximum <br />Limits are expressed in units of mass, the daily discharge is the total mass discharged over <br />the course of the day. Where Daily Maximum Limits are expressed in terms of a <br />concentration, the daily discharge is the arithmetic average measurement of the pollutant <br />concentration derived from all measurements taken that day. In the case of samples <br />collected by the grab method, the daily maximum shall be applied as an Instantaneous <br />Maximum Allowable Discharge Limit or as an Instantaneous Minimum Allowable <br />Discharge Limit as follows: <br />i. Instantaneous Maxinitim Allowable Disch re Limit — shall mean the <br />maximum concentration or loading of a pollutant allowed to be <br />discharged at any time, determined from analysis of any discrete or <br />composite sample collected, independent of the industrial flow rate and <br />the duration of the sampling event. <br />St. John-Mittelhauser & Associates Industrial Wastewater Discharge Permit page 1 of 38 <br />
