December 10, 2019 <br />TO: Board of Public Works, City of South Bend, Indiana <br />RE: Northern Indiana Construction Company Evidence of Participation in Apprenticeship and <br />Training Programs <br />Northern Indiana Construction Company is a member of the Associated Builder & Contractors <br />of Indiana / Kentucky Inc. The Associated Builder & Contractors of Indiana / Kentucky provides <br />formal apprenticeship and craft training that are registered with the United States Department of <br />Labor Office of Apprenticeship. We also participate in the Indiana Department of Transportation <br />— OJT Training Program for minorities and women. The stated programs meet all federal and <br />state requirements for a formal apprenticeship program and prevailing wage work including <br />employer sponsored classroom instructions, along with on the job training (OJT). The classroom <br />instructions are available in Elkhart Indiana and other locations, and follow the National Center <br />for Construction Education and Research (NCCER) curriculum, "Wheels of Learning." <br />Northern Indiana Construction Company also has trained and certified all of our crane operators. <br />They have classroom training and have successfully passed all exams, and each is certified by <br />the National Commission for the Certification of Crane Operators (NCCCO). <br />Currently we have two full time employees participating in the referenced training programs. <br />Both employees are first year trainees in the labor crafts. We have one female trainee <br />participating in the INDOT — OJT Training Program. Our other trainee is participating in OJT <br />training to obtain skills and participate in the Associated Builders & Contractors Inc. classroom <br />instruction 2020. <br />Should you need any additional information, please do not hesitate to contact me. <br />Very y, <br />David J.
