INTER -OFFICE MEMORANDUM
Department of Innovation & Technology
„ City of South Bend 227 W Jefferson Blvd
TO: Board of Public Works, Linda Martin
CC: Dan O'Connor, Dan Parker, Michael Schmidt, Sandi Kennedy, Clara McDaniels
FROM: David Finley
SUBJECT: ZenCity Subscription
DATE: 11/26/2019
Linda and Members of the Board —
On behalf of the department of Innovation & Technology, I am submitting for review and approval a 1-
year agreement with Zencity for software licensing of an online sentiment analysis tool. Zencity is a
product that collects and analyzes resident and city -generated data points from a multitude of external
and internal sources like social media, local news channels, 311 service calls, among others. Zencity can
sort and organize the collected data points with artificial intelligence to identify city trends, topics, and
overall sentiment among residents. City leaders and the Business Analytics Team can use this
information to identify actionable insights about resident needs and evaluate solutions in quarterly SB
Stat (performance management) meetings. If approved, this is the first year the City would be making an
agreement with Zencity.
In total, the 1-year cost is $24,000.
Thank you,
David Finley
