S. <br /> DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT'S EMERGENCY <br /> SHELTER GRANTS PROGRAM <br /> STATEMENT OF PURPOSE AND INTENT: <br /> In order to deliver services to homeless individuals within our community the <br /> City of South Bend received funds from the U. S. Department of Housing and Urban <br /> Development for the delivery of such services through various subgrantees. The funds <br /> appropriated in this ordinance will aid in defraying the costs of shelter operation and <br /> maintenance and in providing essential services and assistance in homeless prevention. <br /> NOW, THEREFORE, BE IT ORDAINED by the Common Council of the <br /> City of South Bend, Indiana: <br /> Section I. The sum of $121,000.00 is hereby appropriated and allocated <br /> among accounts as set forth below: <br /> PROJECT NUMBER DESCRIPTION AMOUNT <br /> ES 96-1 Center for the Homeless, Inc $44,812 <br /> ES 96-2 St. Joseph County AIDS Task Force 13,300 <br /> ES 96-3 Youth Service Bureau of 18,500 <br /> St. Joseph County <br /> ES 96-4 YWCA of St. Joseph County 40,000 <br /> Administrative Costs 4,388 <br /> Total: $121,000 <br /> Section II. No costs will be incurred or funds expended for any of the <br /> programs addressed in this ordinance prior to completion and subsequent certification of <br /> the Environmental Review Process specified in Title Twenty-four (24) Part Fifty-Eight <br /> (58) of the Code of Federal Regulations, containing the Environmental Review <br /> Procedures for the Emergency Shelter Grants Program, and the receipt of an official <br /> release of funds from the U.S. Department of Housing and Urban Development. <br /> Section III. This ordinance shall be in full force and effect from and after its <br /> passage by the Common Council and approval by the Mayor. <br />
