7. NEW BUSINESS (Cont'd <br />d. River Bend Plaza.Clean -Up: This item was discussed PART -TIME HELP <br />at great lengt in t e Executive Session of this Commission AUTHORIZED FOR <br />meeting with the public present. The Commissioners requested CLEAN -UP, RIVER <br />a better control and clean -up.of the River Bend Plaza and the BEND PLAZA, R -66 <br />need for the supervision of the Plaza clean -up program. <br />Mr. 'ouis N. Wilcox, Director of the River Bend Plaza, had <br />stat d that his problem is whether he is responsible for the <br />supervision of the cleaning of the mall. Whoever is in charge <br />has iot been spelled out--he has not been informed. In trying <br />to o )erate, he has not been too successful. Mr. Wilcox stated <br />he agrees with Mr. Chenney and Rev. Williams that the mall is <br />not flean. He has largely been trying to operate the activities <br />and the setup for the summer activities. He feels the Manpower <br />pers nnel doing the cleaning and other duties have done a good <br />job; however,.they have so many other tasks and the setting up <br />for rews. <br />Mr. ennon advised the Park Department has taken over the re- <br />spon ibility of the maintenance equipment of the River Bend Plaza <br />and he contract is signed. Mr. Rollin Farrand, President of the <br />Boar,i of Public Works, has assigned Al Levi to be responsible <br />for he pools. The rest of the River Bend Plaza is under Manpower <br />people--12 personnel. We do not have a budget for maintenance. <br />12 y uths and a supervisor, plus six other youths. <br />Mr. gilcox said he looks at the legal operation -- distributor <br />lice se and property insurance. President Helmen said the <br />resp nsibility of who shall be placed where is with the Board <br />of P blic Works. The criticism of the Plaza is levelled at us <br />beca se we built it. As it stands now, this is not the case. <br />Unanimous approval was given by the Redevelopment Commissioners <br />for the Executive Director to hire one man to clean the River <br />Bend Plaza each day, for a remuneration of $2.43 per hour. The <br />working hours will be from 9:00 a.m. to 5:30 p.m. each day (Mon - <br />day ;hrough Friday) with a lunch period of one hour each day. <br />The iours will vary on Saturday and Sunday, as required during <br />the eriod from August 6 until September 30, 1974, or until <br />noti ied of the termination of this agreement. The individual <br />to p rform the duties assigned to him and work the hours set <br />fort above or as directed by the department representative. <br />2. Payment of '74 Festival Claims: Approval for this item <br />was ilso discussed in the Executive Session with the public <br />pres nt by Mr. Lennon. These involve claims incurred for the <br />GranJ Opening week ceremonies that are legitimate for the things <br />that were done that is our responsibility. We have a cost of <br />$1,26.70, plus other costs relating to the grand opening. <br />Thos costs will not reoccur next year. The Festival '75 <br />should be completely paid for out of the receipts. The food <br />booti vendors operated at_a profit and are prepared to come <br />back next year at their expense. <br />10 <br />'74 FESTIVAL <br />CLAIMS AUTHORIZED <br />
