Butler, Commission Legal Counsel, requested a motion be <br />made t appoint one of the Commission members, to preside in today's meet- <br />ing, a both the President and Vice President were absent. <br />lotion was made by Rev. Williams that Commissioner Wiggins, in the <br />absenca of the President and Vice President, act as presiding officer of <br />this m eting--a quorum being present.
