Miller LD INISTR ATIVE; MEMORANDUM NO. 2 By the virtue of the authority vested in me as Mayor by the laws of the City of South Bend (Ordinance No. 5390 -72) and the State of Indiana, I hereby authorize and establish the River Bend Plaza Authority. SECTION I: The River Bend Plaza Authority shall consist of the Members of the South Bend Board of Public Works and shall explore and administer the policy development of the River Bend Plaza in the general areas of promotion, special events, incorporation of citizen participation and determination of comprehensive uses for the Plaza. Other Authority responsibilities shall include policy de elopment in the areas of maintenance, parking facilities and ge eral short and long range planning. SECTION II: A full time staff should be hired by the River Bend Plaza Authority to assist it in the formation of the guidelines and policy statements for the operation of the Plaza. It is recommended that this position be included in the budget for the Plaza operations forl 1975 and that this position be initially financed jointly through City, Ch mber of Commerce and Downtown Council funding for 1974. SECTION III: In support of the position that the River Bend Plaza Authority should have a broad base in the community, the Mayor and the Authority jointly announce the formation of the River Bend Plaza A&risory Committee. This Committee will. consist of members ap ointed by the Mayor and will advise the Authority in conduction of its business and -responsibilities. The Advisory Committee will have available the staff support from all City Departments as well as other representative agencies and private organizations. SECTION IV: The River Bend Plaza Authority acknowledges t the construction phase remains under the jurisdiction of the partment of Redevelopment until a Certificate of Completion is warded to the Board of Public Works.
