CITY OF SOUTHBEND <br />COMMUNITY INVESTMENT <br />JITIN KAIN, INTERIM DIRECTOR <br />Property Disposition Bid Evaluation Rubric <br />Should the Department of Community Investment determine that it is in the best interest of the City, it <br />may set forth the following evaluation criteria for bids submitted to the Board of Public Works for the <br />purpose of purchasing City owned property. <br />To be eligible to bid on the property, the bidder must not: <br />1. Own property that is delinquent in property taxes; <br />2. Own property with an outstanding code violation; <br />3. Have a negative history with the Department of Code Enforcement or Building Department; <br />o Negative history includes, but is not limited to, repair orders, notices, violations, <br />continuous enforcement orders, and /or complaints currently or previously on file. <br />4. Have a direct past or current affiliation or association with any individual, group, organization, <br />company, or entity (collectively, "entity") that has managed, owned, or had pecuniary, business, <br />or similar interest in any entity that has a property with delinquent property taxes or property <br />with a history associated with repairs, violations, or complaints on file with the Department of <br />Code Enforcement or Building Department; or <br />5. Have any unpaid fines or fees in the collections process with or a judgment against the bidder in <br />favor the City of South Bend. <br />DANIEL,J.
