The repair quotations exceeded all engineering estimates and were extremely <br />high for the amount of work required for the Flood Damage Repairs. <br />Background and Purpose: <br />The historic Flood of 2018 impacted the high water level of the St. Joseph River and ground <br />water table at Leeper Park and the North Pumping Station. The resulting high ground water <br />table resulted in infiltration through the lower basement (pump room) walls in the North Pumping <br />Station. Frost Engineering & Consulting previously assisted in the initial structural investigation <br />of the building and provided its initial report findings under a previous agreement. <br />Plans and Specifications for the repairs to the North Pumping Station building, include re - <br />bedding the 30" water distribution pipe from the exterior of the building, grout injection, masonry <br />tuck pointing, masonry closure work inside the building, concrete sidewalk restoration, and curb <br />restoration. <br />The lone quotation received was from Larson -Danielson Construction Company for the Base <br />Bid of $111,731.00. With alternates, the Base Bid plus Alternates was $138,031.00. Pricing is <br />too high to award and excessive for the amount of work for the project. <br />The Division of Engineering will coordinate to re -quote the project in December 2019 for <br />construction in the 2nd Quarter of 2020. The project is being coordinated with the Division of <br />Utilities. <br />The Division of Engineering will utilize sufficient funds from Liability Insurance Account 226- <br />0419-672.36-01 Building Re air and Maintenance or 226-0419-380.10-83 Insurance Claim as <br />directed by the City Controller and City personnel overseeing the Flood Insurance Claims. <br />For questions regarding the above recommendation or the subject project, contact Jacob M. <br />Klosinski (Ext. 9496) at the Division of Engineering. <br />
