ORDINANCE NO. 61/-.9:6 <br /> AN ORDINANCE CREATING A DIVISION OF ANIMAL <br /> CONTROL WITHIN THE GENERAL FUND AND FUNDING SAID <br /> DIVISION BY DECREASING THE DIVISION OF CODE ENFORCEMENT <br /> 1996 BUDGET BY $180, 872 <br /> STATEMENT OF PURPOSE AND INTENT <br /> Effective January 1, 1996, the City of South Bend created and <br /> began operating a program of animal control . Such services were <br /> previously performed by private contractors and budgeted within the <br /> `Other Services' line item of the Department of Code Enforcement <br /> annual budget . Sound accounting practices dictate that a separate <br /> division of the budget should be created to fund the operations of <br /> the City' s animal control program. The specific expenses to be <br /> funded within the newly created division are described at Exhibit <br /> A attached hereto. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE <br /> CITY OF SOUTH BEND, INDIANA AS FOLLOWS : <br /> SECTION I . There is created a new budget division within <br /> the City' s General Fund, the Division of Animal Control, to fund <br /> the operations of an animal control program by the City of South <br /> Bend. <br /> SECTION II . The following accounts shall be and hereby <br /> are adjusted as set forth below for the purposes specified at <br /> Exhibit A, hereto: <br /> Division Category Increase Decrease <br /> Code Enforcement Other Services $180, 872 <br /> Animal Control Personal Services $96, 674 <br /> Supplies 19, 760 <br /> Other Services 64, 438 <br /> TOTALS $180, 872 $180, 872 <br /> SECTION III .
