4. <br />Cont'd <br />b. HUD letter dated December 20, 1972: This letter <br />over the signature of Mr. StePhen J. Havens, Director, <br />Operations Division, advises the Area Office will not ap- <br />prove a budget revision for soil treatment for the LaSalle <br />Park Project., The request for this treatment was deleted <br />from the R -57 amendatory request. <br />Mr. Taylor, Special Consultant, said over the years, we <br />have iad many problems on many of the lots in the LaSalle <br />Park Iroject. The cost to treat the lots, so they can be <br />devel ped, runs approximately $2,000 per lot. This cost was <br />inclu ed in the R -57 Amendatory that HUD turned down. The <br />HUD Area Office said they would take another look at it <br />and o 'the submittal, it was turned down again. A decision <br />will liave-to be made for the use of these unbuildable lots <br />for o en'space, such as flowers, gardening, walnut groves, <br />tot lots, etc:, other than development, so they will not <br />be us d for trash or junk yards. The map shows where the <br />lots Ire and they are scattered. <br />Mrs. urtis, Secretary to the Board of Trustees, said some <br />years ago, we decided that some of the best land in the City <br />is in the muck areas for gardening. Some of these gardens <br />have teen maintained by the people in the neighborhood and <br />were just fluorishing with gardens and flowers. This should <br />be taken up with other agencies -- Purdue Home Economics has <br />quite an organization. They would be interested in maintain- <br />ing gardens. This would also be something to assign to <br />children to keep them occupied. The Neighborhood Council, <br />neighb rhoods, and others, should be approached for garden <br />develo ment. <br />Mr. Ch nney said a neighborhood playground for the children, <br />which would be turned over to the Park Department, would be <br />the be t solution. <br />Motion was made by Mr. Wiggins that the Executive Director <br />be instructed to get the staff together, review and get back <br />to the Commission for proposals.
