One moving next <br />month, one extension from City, as home they <br />a e buying still occupied. <br />Mrs. Howell advised the few families in hard -core area <br />have been taken care of. They are working with the <br />Housi g Authority to find suitable relocations. <br />Mr. Wiggins asked how many families are temporarily <br />housei in any of the structures we own in R -66? She <br />said hree remain. <br />9. DE.PT. FUNCTIONS AND STAFF: <br />President Helmen said our workload in this Com- <br />mission has increased many fold since last year. We <br />have nherited Model Cities and he was reliably informed <br />we wo ld not have had to take on Model Cities if we had <br />not wanted to. The reason we did was that there was <br />no onE else. He asked the rule on Model Cities and <br />respo sibility? <br />Mr. Taylor advised the Model Cities Director is <br />under the Mayor. He can assign the service function s <br />to an one he wants to. I do not believe duplicate de- <br />partm nts should be created to service any of these <br />functions. The Building Department has a responsibility <br />in th rehabilitaton area - -at least in the inspection area. <br />We sh uld not duplicate any other departmental efforts. <br />Reloc tion is necessarily in our department. The Randolph - <br />Simps n area is a Board of Public Works Project. The other <br />area lo check into is the engineering work, as to whether <br />it is duplicating the efforts of the Engineering staff. <br />In re abilitation, this Department still has to do the <br />finan ial advising and paper work on the Federal Programs. <br />The Building Department has the expertise and legal <br />control over substandard housing and we should work in <br />coordination with them. <br />President Helmen advised we have a staff of 62 indi- <br />viduals-- almost double from a year ago - -and he was amazed <br />at the number of people on our payroll. The increase is <br />our Northeast and Model Cities Office - -E -3 and E -5. This <br />will be looked into. <br />10.
