Pedestrian Mall: President Helmen said the <br />Pedestrian Mall decision has been pending and he re- <br />ques ed Commission discussion on whether or not to <br />pene rate the Mall, prior to voting. The Commission <br />cons nsus is: <br />Mr. Wiggins: <br />'In reading the reports of the number of Consultants <br />the Commission has had -- including the original con <br />sultant group, and others - -there is a pretty good <br />argument for and against the cut - through. There <br />seems to be on the basis of our current consultant, <br />Simonds and Simonds, a feeling on their part by ob <br />servations of Malls in other cities, as well, as other <br />countries, the need to provide some sort of traffic <br />circulation, and to that 'end they designed, in a <br />circulation loop basis as they call it, some limited' <br />traffic in the Mall', one -way, which would.,,go from St.. <br />Joseph Street, down Washington, around on Main and <br />back through on Jefferson. Their contention was that <br />this would be necessary to service and provide better <br />access to the Mall on the part of the pedestrians, and <br />it would also facilitate the loading.and unloadin <br />factors here and provide access to the garages from <br />one to another. Some people fel t what was. concerned. , <br />here was a new East -West alternate., Such was'not.the <br />case. This was not proposed by Simonds or any of the <br />experts. <br />'It is my feeling we have to depend upon the_people.who <br />have the experience, and we have looked at a number of <br />Malls and accessibility seems to be an important factor. <br />The major thrust is to provide an island for the pedes- <br />trian. This part we need to preserve. For this reason- <br />I think it is possible to have a limited circulation <br />loop, in which the pedestrian would have free,. and <br />complete access -- unrestricted - -so that we could perhaps <br />serve both objectives." <br />Mr. Wade: <br />'�I feel basically we should follow the recommendations <br />of our consultants. <br />Streets are designed to move traffic, not store tra.ffi,c. <br />I think if we give this design a fair chance., we will <br />move the traffic adequately and also protect and pro- <br />vide for the pedestrians and all people.accordingly. <br />'I agree with Mr. Wiggins basically... have li.mited.pene <br />tration..'.some day the Mall should be closed completely, <br />however.
