Technology Resource Center Statement of Work <br />Request: $500K Capital Expenditures ($300K Direct Construction Costs, $200K Furnishings & Equipment) <br />Background: Located within South Bend's Ignition Park, the TRC represents an outpost of the LIFT <br />Network that is embedded in the community, serving as the hub for all LIFT related efforts directed by <br />the City of South Bend (CoSB). The location will link legacy residents in our community with the <br />incredible opportunities local industry will create through the generous contribution of the Lilly <br />Foundation. As the South Bend -Elkhart region's private sector transforms over the next five years, the <br />City of South Bend is committed to empowering our residents to find employment and fulfillment in that <br />future. CoSB's workforce development and training programs are being realigned around the priority <br />clusters identified by TEConomy report, and additional programs are being developed alongside industry <br />partners. <br />One of these programs will train residents in the skills necessary to compete for entry-level positions in <br />the IT and Data Analytics Sector. Data compiled for the region in 2017 showed over 700 unfilled <br />technology positions, with another 350 additional jobs expected by 2022. Area employers are already <br />struggling to hire enough people with an entry level background in programming or software <br />development. Meanwhile, the training to obtain these types of jobs is difficult for people to access <br />outside of a traditional university setting. To meet the regional needs regarding job growth, educational <br />advancement, and sustainable career opportunities for all residents, it is necessary for the regional <br />ecosystem to offer access to quality technology training outside of traditional college/university courses. <br />To this end; the City of South Bend and our partners are developing a bootcamp and applied learning <br />program for students without technology degrees to learn and complete quickly, affordably, close to <br />home, and with an in -person mentor and cohort. <br />Deliverables: CoSB key deliverables include the timely completion of the build -out and furnishing of the <br />TRC, ahead of LIFT programming to begin November 2019. Due to the close alignment of the CoSB's <br />bootcamp/apprenticeship program and the LIFT goals for IT & Data Analytics, the city will provide <br />regular reporting to the LIFT Executive Committee for performance updates to the Lilly Foundation. In <br />addition to our commitment to graduate 20 students within the term of the LIFT grant, the CoSB and <br />program partners anticipate serving the LIFT Network as a key educational resource and venue to <br />provide additional training opportunities in emerging fields of IT, data analytics, civic technology, and <br />security as needs and opportunities are identified throughout the LIFT Network. <br />As additional programs are developed at the TRC, LIFT goals for IT & Data Analytics will help to inform <br />TRC program development. TRC programming partners include range from local service providers <br />(South Bend Code School, RKT, enfocus) and national collaborators ( Microsoft, Google, ESRI, Comcast, <br />PCs for People). Training opportunities where substantial alignment exists between CoSB priorities and <br />LIFT priorities will be considered on a case -by -case basis for inclusion in CoSB's regular reporting to the <br />LIFT Executive Committee. <br />
