6. NEW BUSINESS (Cont'd <br />PAC Committee. We have a tentative agreement on the <br />First Project Area as being the renovation of a residential <br />neighborhood bounded by Michigan Street on the West, Sample <br />Street on the North, Indiana Street on the South, and a <br />line that runs up Fellows Street to Wenger over to Carroll <br />and North to Sample Street on the West. <br />We are asking for a total project cost of approximately <br />Six Million Dollars and the Federal share would be ap- <br />proximately Four Million Dollars. If approved by the <br />Commission and City Council, and we decide not to go <br />through with the plan, the City has to reimburse the <br />Federal Government for any money spent. The money re- <br />quested now is for a detailed planning program. <br />Mr. Hel en raised the question on bow this program <br />differs from our regular redevelopment programs, in <br />R -57, etc. Mr. Barbe advised the only difference is <br />the GNR (General Neighborhood Renewal Plan), in contrast <br />to urbai renewal in LaSalle Park. A GNRP encompasses <br />a large area involving a series of projects which can <br />be initiated over an eight -year span and the GNRP would <br />determi a priorities. <br />Permission now is requested to submit the applicaton to <br />City Co ncil, and if approved, comes back to the Com- <br />mission for final' approval. After we get into the plan- <br />ning stage, we must involve the PAC Committee. The test <br />of feasibility of rehabilitation has to be made, along <br />with in pection and a relocation survey. <br />On moti )n by Rev. Williams, seconded by Mr. Helmen, <br />authori ation was granted to present the Survey & Plan- <br />ning Ap lication for the Southeast Neighborhood to City <br />Council for their action. Said motion was unanimously <br />carried <br />e. East and West.Code Enforcement Applications <br />for the Model Cities Area: These were prepared by the <br />Area P1 n Commission and the Model Cities agency is re <br />questin both applications be presented to the.Common <br />Council at their first meeting in March, 1971.
