Section IV. The purpose of the vacation of the real property is to increase <br />vehicular safety, to improve the quality of life and to address public safety <br />concerns. This is an east/west cross alley of which the eastern portion has <br />already been vacated. Due to the proximity of the alley to the intersection of <br />Leland Ave. & Portage Ave. there is an increased potential of accidents; the <br />angle at which the streets intersect result in difficulty seeing the alley intersection <br />by those traveling west and turning north onto Leland. In addition, the vacating <br />of this alley will result in the reduction of undesirable traffic as it is currently used <br />as a sort of "drive thru" for the sale of drugs and prostitution. The vacation will <br />additionally help to contain trash and reduce the vandalism and crime occurring <br />dud to the quick escape for.criminals down the alley. <br />SECTION V.
