5. COMMUNICATIONS (Cont'd <br />The Commissioners were in concurrence. Motion was <br />made b y Mr. Wiggins to pay the three appraiser <br />fees, at $200 each, seconded by Rev. Williams, and <br />unanimously carried. <br />L. South Bend Public Library letter dated SOUTH BEND PUBLIC <br />Octob r 13, 1970: Mr. Ashenfelter said that as a LIBRARY <br />result of a meeting with Mr. Paul Ivankovig, Presi- <br />dent f the School Library Trustees of the Soth <br />Bend ommunity School Corporation, Roger B. Francis, <br />Director and Jasper H. Wright, Assistant Director <br />of thE South Bend Public Library, on October 8th, <br />they set out their priorities: <br />1) Acquisition of the property of the <br />first Christian Church for eventual expansion <br />f the Main Library building. <br />2) Acquisition of a site and construc- <br />tion of a branch library to serve northeast <br />South Bend and southeast Clay township. <br />They are requesting the purchase price on the First <br />Christian Church site and are offering to buy the <br />land subject to redevelopment at a later date- -- <br />possi ly 1975. They might temporarily consider <br />landscaping the area, servicing the two bookmobiles <br />or im roving access to the drive -'in window presently <br />operating on the north -south alley. <br />President Wilhelm advised the normal procedure, in <br />other than governmental agencies, the Commission <br />accepts sealed bids, with the highest bidder being <br />awarded the parcel of land. Governmental agencies <br />may purchase the land for the appraised value. <br />Mr. --Wi- gins: moved the South Bend Public Library <br />be advised the First Christian Church site may be <br />purchased by them for $87,962.00, cash, and be in <br />accordance with no parking usage. Said motion was <br />seconded by Rev. Williams and unanimously passed <br />by th Commission. <br />C.
