5. OLD BUSINESS (Cont`d <br />In their letter of September 3rd, Mr. Wilmer H. Tolle, <br />Director, states they will be able to pay a token <br />$5.00 per month rental, payable quarterly, for the <br />use of the first floor of the building at 125 E. <br />Washington. They will assume all responsibility <br />for arranging activation of all utilities and payment <br />of subsequent utility expenses and will provide all <br />custodial service and any necessary minor mainten- <br />ance and care to meet their needs. <br />The Chair recommended a motion for the Commission <br />Legal Counsel and the Executive Director to enter <br />into negotiations and prepare a legal document for <br />the lease, not to extend beyond February 1, 1971 <br />(building scheduled for demolition 2- 1 -71), with <br />the Welfare Department assuming all responsibilities <br />for heating, lighting facilities, etc. Said motion <br />was mad by Rev. Williams, seconded by Mr. Chenney, <br />and una imously carried. <br />6. NEWIBUSINESS <br />a. Place and Company, Inc.: This firm, in their PLACE AND.COMPANY, INC!S <br />letter Jated August 25, 1970, is requesting withdrawal I BID WITHDRAWAL REQUEST <br />of their purchase.bids made on Parcel Nos. 17-169-19-8. AUTHORIZED, LASALLE PARK <br />19 -9, 13-10, 19 -11-9 20 -8 and 20 -9, as these lots are URBAN RENEWAL PROJECT, <br />unbuild ble residential sites due to soil conditions. R -57 <br />Place aid Company was not aware at the time of bidding <br />that soil conditions would prohibit building. Soil <br />tests have since been completed. President Wilhelm <br />stated that LaSalle Park is one of the worst in a' <br />10-stat2 area, as far as soil test conditions have <br />shown. The builder would have to spend a minimum of <br />$2,000 o put in footings before a foundation can be <br />put in. This is the reason for withdrawing these bids. <br />Preside t Wilhelm said he and the Commission Legal <br />Counsel felt it would be to the Commission's best <br />interest to authorize Place and Company to withdraw <br />their e tire bid. Said motion was made by Mr. Helmen, <br />secondeo by Rev. Williams, and unanimously carried. <br />b. Parking Structures: In the building of the <br />parking structures, the sidewalks and pavement are to <br />be completed before the finishing of the grades of St. <br />Joseph 3treet and Main Street. This requires no <br />action. <br />c.
