5. OLD BUSINESS (Cont`d In their letter of September 3rd, Mr. Wilmer H. Tolle, Director, states they will be able to pay a token $5.00 per month rental, payable quarterly, for the use of the first floor of the building at 125 E. Washington. They will assume all responsibility for arranging activation of all utilities and payment of subsequent utility expenses and will provide all custodial service and any necessary minor mainten- ance and care to meet their needs. The Chair recommended a motion for the Commission Legal Counsel and the Executive Director to enter into negotiations and prepare a legal document for the lease, not to extend beyond February 1, 1971 (building scheduled for demolition 2- 1 -71), with the Welfare Department assuming all responsibilities for heating, lighting facilities, etc. Said motion was mad by Rev. Williams, seconded by Mr. Chenney, and una imously carried. 6. NEWIBUSINESS a. Place and Company, Inc.: This firm, in their PLACE AND.COMPANY, INC!S letter Jated August 25, 1970, is requesting withdrawal I BID WITHDRAWAL REQUEST of their purchase.bids made on Parcel Nos. 17-169-19-8. AUTHORIZED, LASALLE PARK 19 -9, 13-10, 19 -11-9 20 -8 and 20 -9, as these lots are URBAN RENEWAL PROJECT, unbuild ble residential sites due to soil conditions. R -57 Place aid Company was not aware at the time of bidding that soil conditions would prohibit building. Soil tests have since been completed. President Wilhelm stated that LaSalle Park is one of the worst in a' 10-stat2 area, as far as soil test conditions have shown. The builder would have to spend a minimum of $2,000 o put in footings before a foundation can be put in. This is the reason for withdrawing these bids. Preside t Wilhelm said he and the Commission Legal Counsel felt it would be to the Commission's best interest to authorize Place and Company to withdraw their e tire bid. Said motion was made by Mr. Helmen, secondeo by Rev. Williams, and unanimously carried. b. Parking Structures: In the building of the parking structures, the sidewalks and pavement are to be completed before the finishing of the grades of St. Joseph 3treet and Main Street. This requires no action. c.
