5. OLD BUSINESS (Cont'd <br />An inf rmal meeting had been held by the Com <br />missio , Legal Counsel and the involved staff <br />on Jul 7th for further discussion of the <br />proclaimer certificate. <br />President Wilhelm stated the proclaimer certi- <br />ficate shortcuts five (5) particular items <br />which can expedite the work required in this <br />office but places considerable additional <br />respon ibility on the people involved; but, <br />in the interest in the time saving, it was <br />the fe ling of the Commissioners that this <br />proclaimer certificate should be'adopted. The <br />use of the new proclaimer certificates will <br />become mandatory after November 15, 1970. Our <br />option is to adopt now or wait until it becomes <br />mandat ry. <br />Mr. Bruce C. Hammerschmidt, Commission Legal <br />Counsel, advised the proclaimer certificate will <br />facilitate things, and that the staff can handle <br />the items covered so far. <br />Mr. Wiggins moved for the adoption of Resolution <br />No. 301, pending approval of the resolution as <br />to form by Commission Legal Counsel. This resolu- <br />tion authorizes the preparation, execution; use <br />and submission of proclaimer certificate in con- <br />nection with any and all urban renewal projects <br />in planning-or execution. Motion was seconded by , <br />Rev. Williams, and carried unanimously by all Com- <br />missioners present. <br />6. NEWIBUSINESS <br />a. S. M. Dix & Associates, Inc.: This firm <br />is from Grand Rapids, Michigan and renders techni- <br />cal advice and-assistance in preparing documenta- <br />tion relative to fixtures and equipment for reloca- <br />tion, ii the Central Downtown Urban'Renewal Project, <br />R -66. rhe compensation is $17.00 per engineer hour, <br />or $136.00 per engineer day, whichever is less, plus <br />necessa y and reasonable travel expenses, with a <br />maximum compensation for the services of Three <br />Thousan ($3,000.00) Dollars. <br />Mr. Har <br />Inc. ar <br />staff c <br />affect <br />utilize <br />firms i <br />been of <br />^ison Miller advised S.
