Landmarks - individual sites designated by ordinance by counsel k„ <br /> b. Technical advice <br /> 1 ) Preservation tax incentives <br /> 2) National Register <br /> 3) Preservation techniques <br /> 4) Preservation Legislature <br /> 5) Federal , state and local preservation programs <br /> How H. P.C. relates to New Carlisle-federal mandate- a.IA" <br /> Late 1970' s H.P.C. survey identified all historic buildings in rural areas and South Bend City <br /> limits. <br /> Early 1980' s even though H. P.C. has no jurisdication in incorporated towns, we are the <br /> logical agency to do survey for incorpcfated towns - contacted town boards - asking for <br /> permission and cooporation to begin identifying architecture in each small town. <br /> - looked all buildings within town limits <br /> - recorded information on all buildings (50) years old and not extremely changed <br /> - photo and researched buildings <br /> - rated - scale of 9-13 - 13 being the most significated based on architecture, how much <br /> of original building intact <br /> - history, architect if known <br /> - made up individual card on each historic building and site we identified. <br /> - original require6en-t- to send to Ind" n olis, we have copies in our office and copies for <br /> New Carlisle (presentd to them) from �n rmation we published 4* County Summary Report which <br /> was sent to town board. Chapter on architecture styles in County, history of entire County, <br /> twp. by twp. listing all bldgs. in rural areas, county and history and list for each small <br /> town. <br /> - New Carlisle - 200 sites and structures listed since much of town' s early architecture still <br /> exists - 2 areas suggested district. Few individual sites outside district. <br /> ***means - by creating district-monitor change in the district to preserve unique quality of <br /> each town. <br /> ***historic character of N.C. - special asset to your community - obviously aware of- <br /> celebration every summer with history days. <br /> ***by creating districts - all exterior changes to buildings, changes to environment etc. <br /> reviewed to make sure changes don' t detract from historic quality you are trying to retain. <br /> Options available to you if interested in such a program: <br /> - pass local ordinance to create H.P.C. similar to ours - set up Commission-appointer - <br /> (3-9) members <br />
