Mr. Bellinger apprised we <br />lost ne of the most dedicated individuals- -John <br />O'Bri n = =to another position in the City. Un <br />fortu ately, we could not be competitive fn salary: <br />His n w position is Assistant Director, with The <br />Housi g Authority of South Bend, and his salary <br />will ke much in excess of the $8,406 paid by the <br />Depar ment of Redevelopment. Mr. John Tidwell <br />has been added to the City -Wide Relocation <br />Progr m which was approved by the 'City Council. <br />Mrs. Dorothy Howell, Real Estate Specialist, who <br />has spent five years with Relocation, will be <br />transferred from her present position to City- - <br />Wide Relocation. We will also employ for City - <br />Wide Relocation, when needed, a Relocation Aide <br />and a Secretary. All of these positions have <br />been ipproved by the City Council. The filling <br />of st iff positrons is through Mr. Vernon Sutton, <br />Perso nel Director. These individuals will be <br />di rec ly under Rev. Billy W. Kirk. <br />Mr. B llinger apprised that the Workable Program <br />requi es that the City have an effective City - <br />Wide mprovement Program. A team of housing, re- <br />locat on and rehabilitation experts from HUD were <br />here last week. Their purpose was to review the <br />Workable Program for this year, which must be re- <br />certi ied by April 1, 1970- -with emphasis placed <br />on re ocation and rehabilitation. The HUD repre- <br />senta ivies were very impressed with the City's <br />Code nforcement Program. They could see no <br />reason why the City should not receive recertifi- <br />cation. However, the staff must compile a large <br />volume of work_for recertification, as-in the <br />past, and submit for approval to City Council <br />and HUD, in Chicago, who, in turn, submit their <br />recommendations to HUD, in Washington, D.
