(Weaver Boos) appreciates the opportunity to provide the City <br />of South Bend (the City) this proposal to complete a Further Site Investigation (FSI) of a leaking <br />underground storage tank (LUST) release that occurred at the referenced site (Site). The Indiana <br />Department of Environmental Management (IDEM) has requested the FSI in response to their <br />review f an Initial Site Characterization (ISC) Report prepared by Weaver Boos, dated May 6, <br />2010. he objective of the FSI would be to fully delineate the nature and extent of soil and <br />ground ater impacts associated with the UST release. <br />In addi ion, Weaver Boos understands that the Site may be redeveloped for multi- family <br />resident al usage. The Property is currently zoned for non - residential usage. As a result, another <br />objectiv of the investigation is to expedite possible residential closure of the site so <br />develop lent can move forward without hindrance. <br />PROJECT BACKGROUND <br />In October 2006, a previously undocumented 1,500- gallon UST was discovered during <br />demoliti n of the former Studebaker Museum building. On January 4, 2007, the UST was <br />removed from the Site. Upon removal there were visual indications (stained soil) of a possible <br />release froin the UST in the surrounding soils.
