South B nd Housing Corporation, in LaSalle Park Ur- URBAN RENEWAL <br />ban Ren wal Project, R -57, and they provided us PROJECT, R -57 <br />with documents feeling the project will be under <br />way sho tly. <br />The Commission approved the low bid of Wood - <br />ruff and Sons, Inc. for $71,355.06, in the Commission <br />Meeting of September 5, 1968, for muck excavation <br />and sand fill to improve the lots which - -will be used <br />for the erection of the low -cost housing units by <br />the Greater South Bend Housing Corporation. The <br />purpose of Whitcomb & Keller's letter is for the Com- <br />mission to take this as a firm commitment to build <br />and the request was made for the Commission to au- <br />thorize the staff to direct Woodruff and Sons, Inc. <br />to start the excavation work as soon as feasibly. <br />possible. As to the question raised by Commissioner <br />Kompar whether the Greater South Bend Housing Cor- <br />poratior may pull out of the agreement after this <br />site wo k is completed, Mr. Bellinger apprised the <br />Commission he is convinced this program is going to <br />go ahead, and the money is available, and a firm com- <br />mitment from FHA has been received. In order to make <br />the lan useable, something has to be done and a <br />reasona le risk to speed things up was recommended. <br />RelatiVE to Commissioner Chenney's concern over Mr. <br />Batteast stating he was going to file suit against <br />the building of the units, Chairman Wiggins said Mr. <br />Batteas has not convinced the FHA.. <br />Commissioner Kompar's request for legal do- <br />cumentation was answered by Legal Counsel, Mr. Ham - <br />merschm dt, that a letter of- insurance relative to <br />funds iE sufficient, and he suggested to the Commis- <br />sion that the staff requires authority to direct <br />Woodrufl and Sons, Inc., to begin site preparation <br />work. rr. Hammerschmidt said a copy of the contract <br />should le available for himto read and approve. On <br />motion ly Mr. Kompar and seconded by Mr. Chenney, <br />Change Crder No. 9 was approved, in the amount of <br />$71,355 06, contingent on Mr. Hammerschmidt's appro- <br />val of he contract. <br />5.
