<br />LaSalle Par< Project Area, R -57, had unanimously petitioned
<br />to keep the street open in lieu of the cul -de -sac construc-
<br />tion, It was reiterated again, as was expressed by the Com-
<br />mission at the meeting, the purpose of installing the cul-
<br />de -sac is (L) to prevent the traffic flow of commercial ve -.
<br />hicles from coming into the project area, and (2) to elimi-
<br />nate the residents of the proposed Greater South Bend Hous-
<br />ing Development from using Wellington as a thoroughfare,
<br />thus giving protection to the Wellington Street residents.
<br />Subsequentl , the staff has met with the -Area Plan staff,
<br />City Engine r, Traffic Engineer, Board of Works, and Chas.
<br />W. Cole & S n, and it is their unanimous recommendation
<br />that the cu -de -sac construction proceed. Spokesmen for
<br />the residen s voiced objection to closing Wellington be-
<br />cause they eel it would hinder the needed fire and police
<br />protection. It was unanimously approved by the Commission,
<br />on motion by Mr. Helmen, seconded by Rev. Kirk, that Wel-
<br />lington Str et remain open because of the residents desire,
<br />coupled wit the fact that this is a one block street, and
<br />hearing the report that no additional cost would be incurred.
<br />A discussioa centered on curb replacement versus curb patch-
<br />ing, and tha staff explained to the residents that these de-
<br />cisions wera made in accordance with the engineer's recom-
<br />mendation.
<br />b: Res lution 228 received Commission approval on mo-
<br />tion by Mr. Helmen, seconded by Mr. Chenney, subject to le-
<br />gal counsel approval, and authorizes the issuance of cer-
<br />tain Project Temporary Loan Notes in connection with the In-
<br />dustrial Ex ansion Project, R -56, and is.better identified
<br />as the Basi2 Loan Note Resolution. This Resolution provides
<br />the authority for the Commission to borrow money needed to
<br />execute the urban renewal plan.
<br />c. The staff presented construction plans of the.pri-
<br />vate- owners and redevelopers on the disposition parcels
<br />known as 15-18, 17 -19, 22 -23, and two Place and Co. parcels
<br />known as 18-11, and 18 -12, purchased at the Public Offering
<br />No: l for the LaSalle Park Project, R -57. After a review
<br />and discuss'on of the various plans, the Commission approved
<br />the motion ay Rev. Kirk, seconded by Mr. Helmen, that the
<br />plans be ap roved in accordance with the urban renewal plan,
<br />contingent ipon the City Building Department approval.
<br />d. The staff presented 41 option agreements for Indus-
<br />trial Expansion Project, R -56, parcels identified as 1 -1,
<br />1 -2, 1 -3, 1-4, 1 -6, 1 -10, 1 -12, 1 -13, 2 -1, 2 -2, 2 -3, 2 -4,
<br />2-5, 2 -71 2-9, 2 -10, 2 -12, 2 -13, 3 -1, 3 -2, 3 -3, 3 -5, 3 -6,
<br />3 -8, 3 -10, -11, 4 -1, 4 -2, 4 -3, 4 -4, 4 -8, 5 -1, 5 -3, 5 -9, 5-
<br />10, 6 -1, 6-3, 6 -5, 6 -8A, 6 -8B and 31 -1, and were approved
<br />for executi n on motion by Mr. Helmen, seconded by Mr. Chen -
<br />ney. Rev. Kirk asked if it would be possible to give these
<br />property ow ers a better price because of the value of the
<br />vacant land. Mr. Wiggins answered that this is the first
